Mc Henry County is poised to take an economic beating according to experts like Paul Hespen who is a broker with Prudential First Realty.-according to him job losses are at the root of the problem, more than the Sub-prime Crisis that had really snowballed into an economic slowdown the world over.</p>
<p>The problem of foreclosures reared its ugly head once again this year and it has already outdone itself than last year according to findings from the Mc Henry County Circuit Clerk. In April and May, the government took initiatives to manage the Foreclosure problem, but the government’s stance was short sighted as people who had taken housing loans with modified schemes are also facing the brunt of it. Official records put the foreclosure figure at 1600+ this year compared to about 1436 in 2008.</p>
<p>As any economist would tell you that a rise in foreclosures is bound to affect housing prices, Mc Henry County too was not an exception. The standard price of a house in Mc Henry County has nosedived by 16% i.e. from $206,741 to $245,671 in just a year</p>
<p>Hespen reckons that the market is poised to go down even further and the worst part is that he does not know where it could end. Approx 1,175 homes faced foreclosure sales during the middle of 2007 in McHenry County. However, this figure declined to 706 within the mid of 2009 according to Hespen’s observations.</p>
<p>A major chunk of the property market comprises of <strong><a href="http://www.foreclosurewarehouse.com/">foreclosed homes</a></strong> all over the county assumes Rick O’Connor, who is the broker including the owner of Realty Executives Cornerstone. O’Connor assumes that, “A lot of foreclosures aren’t even on the market yet. We’re going to be dealing with foreclosures for the next four or five years.”</p>
<p>First-time buyers and investors are attracted to lesser prices and low rates of interest. Kurt Clements, being the senior vice president of GSF Mortgage and Home Buyers Realty as well as one of the leading investors observes that, “We’re only buying foreclosures,” he said. “It’s the cheapest home out there.”</p>
<p>According to O’Connor’s calculations approx 65% of the sales were made to the first time buyers. Moreover, these buyers also reaped the benefits of a lump sum tax credit of $8,000. Buying foreclosed properties has been simplified by the availability of the 203(k) loans. However the sellers and the dealers might also suffer from loses and hence Hespen comments that, “Real estate is always a cocktail party discussion, but now it’s more personal.”</p>

<p>Cindy Diemer,  the Lady Lake Senior Code Enforcement Officer  referred to one of the foreclosed home backyards as a jungle. Numerous <strong><a href="http://www.foreclosurewarehouse.com/">foreclosed homes</a></strong> in the towns having big lawns with reckless growth of grasses and weeds is causing a lot of trouble.</p>
<p>There are many such lawns and backyards which do not have any owners at present. In fact, Lady Lake has kept away some money for the payment of the contractors for the maintenance of the lawns as their owners have failed to agree to the &#8216;code enforcement notices&#8217;.</p>
<p>According to Lady Lake, the city is attempting to get an ordinance which would need the owners like banks to enroll their <strong><a href="http://www.foreclosurewarehouse.com/foreclosure.php">foreclosed properties</a></strong> along with the town. Lady Lake being the only municipality, inclusive of being one among the very few in the state which pursued this ordinance.</p>
<p>Diemer commented about the home <strong><a href="http://www.foreclosurewarehouse.com/foreclosures.php">foreclosures</a></strong> that, &#8220;It&#8217;s a tough situation for people all across the country. Anything we can do to help preserve our community we should undertake.&#8221;</p>
<p>Diemer further observed that when they find any foreclosed property that is abandoned the list will surely help at that point of time to recognize the owner of the homes and the lawns.</p>
<p>There has been an expansion in the rate of residential foreclosed properties. In fact, the number of properties being foreclosed during 2007 has literally doubled in 2008. Moreover, it seems that, the foreclosure records of 2009 might just supersede the figures of 2008. By the month of June, this year the residential foreclosures have increased to 2,964 and all these homes have been enrolled with the Circuit Court in the Lake County Clerk.</p>
<p>The money that has been kept aside in the general fund of the town is meant for the payment of the contractors for the trimming and clearing the lawns. However, according to Diemer, the amount of the funds is in the process of reduction. Currently, Diemer is involved in drafting an ordinance following on the lines of the ordinances which were passed in counties of Broward and Lee. She stressed that, &#8220;It has been extremely successful. We&#8217;re tailoring it to our specific needs.&#8221;</p>
<p>Ron Collodi, chief code enforcement officer observes that the Lake County mostly keeps itself to cutting down any property at least twice per year. However, this doesn&#8217;t help to change the situations, especially for the neighbors who face a lowering of value in their properties.</p>
<p>Collodi further emphasized, &#8220;It&#8217;s a problem getting a foreclosed property mowed. It&#8217;s a definite budget drainer.&#8221;</p>

<p>Dr. James Gaines from the Real Estate Center at Texas AM University observed that, &#8220;I&#8217;ve heard about the delays at the lenders, most of whom have reduced personnel. Foreclosures could get nasty as job losses mount. We avoided a major hurdle with the collapse of dicey credit terms, but there&#8217;s no avoiding it if people lose their jobs.&#8221;</p>
<p>D&#8217;Ann Petersen who is a business economist working with the Federal Reserve Bank of Dallas commented that in case, there is a  slowdown of <strong><a href="http://www.foreclosurewarehouse.com/foreclosures.php">foreclosures</a></strong> resulting from successful modification of loans then it will surely &#8220;indicate some stabilization, whereas delays would suggest continued deterioration.&#8221;</p>

<p>Meyer feels that at times the potential buyers get discouraged due to time consuming procedures. She observed, &#8220;You have homes listed at excellent prices, and the buyers are still thinking they can come in so much lower. But when they lose out a couple of times, they know they should come in at a reasonable price.&#8221;</p>

<p>The students of Harvard Business School have launched some new project, to help people who are standing at the verge of loosing home. This has been done to have a check at the wave of <a href="http://www.foreclosurewarehouse.com"><strong>foreclosure</strong></a>.</p>
<p>Along with the leaders of Homeownership Preservation Foundation, which is a nonprofit organization, the students of HBS are heading to Minneapolis in the month of May to counsel people who have are going through foreclosure. To make a low-budget marketing plans and analyze operations, the group of students will work with the leaders, which has a small staff right now. This is aimed to remove the stigma of foreclosure.</p>
<p>Lindsay S. Jurist-Rosner, a second-year student of HBS who is fore fronting the effort says that this program came from the desire of doing something concrete in the weeks of free time Business School Students are given the gap of session end and new beginning.</p>
<p>&quot;A lot of my friends are doing expensive, extravagant trips, but it feels excessive and inappropriate in this economic crisis,&quot; she stated.</p>
<p>Initially, Jurist-Rosner told that she anticipated the curriculum would consist of numerous students running counseling sessions throughout the nation.</p>
<p>However, she almost immediately realized that this was unfeasible for an emergent program, she told, and level of the project transformed.</p>
<p>Four students this year are working on the creating the framework for conferring with project those students in future can implement.</p>
<p>&quot;We had seen that there was a need for solutions for average Americans going through financial struggles,&quot; McGinnis stated. &quot;Average Americans don&#8217;t have the answers or see trustworthy solutions to find them, so we took it from there.&quot;</p>

<p>A buyer was ready buying a house in Cottage Grove. The house looked nice and the buyer was ready to sign but the realtor asked for an inspection to be on the safer side.</p>
<p>&quot;Inspections are not for the obvious stuff, they&#8217;re for the things you can&#8217;t see,&quot; stated Coldwell Banker Realtor Mick Ramey.</p>
<p>The house was not maintained properly. One of the pipes burst when the water was turned on. Such thing happened because the home was kept unattended. The basement and the basement were flooded. The utilities were turned on just before few days of inspection. The prospective buyer was saved because of the inspection.</p>
<p>&quot;This house had a foot and 1/2 of water on it. You&#8217;ll see it was right up to here, you can even see the electrical outlet, there&#8217;s rusting in the electrical outlet from the moisture,&quot; added Housemaster Inspector Dave Sroga. &quot;If the utilities aren&#8217;t on in these homes, and I&#8217;ve done some with no power, no water, you don&#8217;t know what you&#8217;re getting. There&#8217;s no way to know if the fixtures even work.&quot;</p>
<p>If the buyer had skipped the inspection, he or she would have been on a real mess. The repairs will made now, the sheetrock and the paneling has been stripped. Even the water damage was mitigated.</p>
<p>&quot;We&#8217;re schooled on what to look for. If you&#8217;re having an electrician come over to look at it, yes they can spot all the electrical problems, but what&#8217;s their background in heating and air conditioning, framing, roofing,&quot; Sroga stated.</p>
<p>The realtor was happy that client came to know about the reality oh the houses in this market of foreclosure before making some huge investment. Although, he lost his commission.</p>
<p>&quot;We actually gain his confidence by showing him &#8216;hey, maybe this house needed too much work. You&#8217;re better off buying something else,&#8217;&quot; told Ramey.</p>
<p>While selecting a house inspector, check out for a company that is completely assured carrying accountability and faults and omissions insurance. A few inspectors may be cheaper, but, in case there is any trouble, you may only be capable of holding them responsible for the charge of inspection.</p>

<p>&#8220;To me, the most important thing is to keep people in their homes and not disrupt families, not take kids out of school,&#8221; stated Councilman Andy Cohen. &#8220;This is the only program on the horizon that does that.&#8221;</p>
<p>The Foreclosure Prevention Program aims owner-occupied houses with credits more than 90 days past due.</p>
<p>EARN told that the monthly housing cost of a homeowner can go down to almost half. In what is basically &#8220;silent second <a href="http://www.foreclosurewarehouse.com/mortgage.php"><strong>mortgage</strong></a>,&#8221; the city will raise about 30 percent of the house’s price as a cash investment, parting the house owners with mortgage for about 70 percent of the house’s fair market price at the present down interest rates.</p>
<h2>Looking for conurbations</h2>
<p>For-profit companies are looking for cities to test whether their policy works or not. EARN, a for-profit company paired with nonprofit Northern California Urban Development, an East Palo Alto group to build a program to work on this. Big banks are showing interest in such programs, said Shapiro. Even small credit unions like Community Trust in East Palo are ready to do the refinancing for the people of Menlo Park and for East Palo Alto.</p>
<p>&#8220;This is aimed at keeping people in their houses in their communities, rather than having the houses turn over and flip,&#8221; quoted Marc Prioleau, one of the founding board member of NCUD. </p>
<h2>Huge up-front cost</h2>
<p>This program is not so easy to implement, as it needs a huge capital investment upfront. This money might be blocked for years because the repayment can be delayed for years. The proposal of investing $100,000 or so in an aberrant home may not go well with a lot of taxpayers.</p>
<p>Shapiro still hopes that after a proper demonstration in cities, it can draw some foundations or organizations like California Public Employees’ Retirement System or California State Teachers’ Retirement System to offer assistance.</p>
<p>&#8220;The city has to be the catalyst,&#8221; Shapiro said. &#8220;We have work to do to convince (potential partners) of the value of this as an investment.&#8221;</p>
<h2>Other plans have failed</h2>
<p>While adjusting mortgages to turn them more reasonably priced has become a sacred grail of foreclosure-preclusion endeavors countrywide, plans that decrease the chief on the mortgage have turned to be unsuccessful as banks are reluctant to state what they are owed. Still almost half of the modified mortgages end up into default.</p>
<p>&#8220;I haven&#8217;t seen too many write-downs of principal,&#8221; stated Keisha Woods, the program manager with East Palo Alto Community Alliance and Development Corp, that counsels stressed homeowners. &#8220;If they can get over that hurdle of getting the lenders to cooperate, this would give people who don&#8217;t have too many options a way to stay in their homes.&#8221;</p>
<h2>Public may be divided</h2>
<p>This program might face immense public opposition, thinks Cohen. He also thinks that the program will find support also.</p>
<p>&#8220;We have a large contingent of the populace that wants to preserve Menlo Park, don&#8217;t want vacant homes, don&#8217;t want the public safety danger they create, don&#8217;t want the nuisance, don&#8217;t want the blight,&#8221; he further added. &#8220;It&#8217;s actually better for everyone if we can keep people in their homes. Our dream is to set an example, and create a model that would work.&#8221;</p>

The Dallas County commissioners were expecting such news on the year’s tax roll.</p>
<p>It is good news for those homeowners who are tired of seeing the increasing values. The county’s chief appraiser, Ken Nolan said that around 92 percent of the total residential properties will either go down in values or else it will remain the same.</p>
<p>Nolan also said that around 88 percent of the commercial properties either will drop down in value or will remain the same.</p>
<p>&quot;We haven&#8217;t seen stuff like this in 20 years,&quot; he further told. &quot;It&#8217;s been so long since we&#8217;ve lowered so many values.&quot;</p>
<p>In 2007, it was 20 percent and last year it was 13 percent.</p>
<p>&quot;We&#8217;ve anticipated it. We haven&#8217;t been blindsided by anything that was said,&quot; Commissioner John Wiley Price quoted. &quot;At the end of the day, we&#8217;re not as bad as the rest of the country.&quot;</p>
<p>Nolan said that the initial tax roll would possibly display an overall increase of around 2 percent. He even said that the summer’s value protest might decrease the value.</p>
<p>Like last, Nolan is expecting the same value protest that is around 108,000 or even some more for this year. However, Nolan said that question is whether people think that the value decrease is quite enough.</p>
<p>It is most likely that in the prosperous areas the taxable values could increase this year even if the market value decreases. This can turn out to be another factor to drive protest by some homeowners.</p>
<p>The spokesperson for the Texas Association of Counties, Elna Christopher shared her experience. She stays in modest house, which was built in 60s. However, the value increased because it was close to Austin.</p>
<p>The value increased this year again even though the housing market is flat.</p>
<p>&quot;It&#8217;s going to go up until it catches up with the market,&quot; she added. &quot;I&#8217;m still catching up.&quot;</p>
<p>The widespread <a href="http://www.foreclosurewarehouse.com"><strong>foreclosure</strong></a> has brought down the home values down in southern Dallas County. In North Dallas, the home values are flat and from previous year, the commercial and residential building permits are almost half down.</p>
<p>Nolan said that the foreclosure has affected the commercial values. Foreclosure has also affected the flat office rents and elevated vacancy rates.</p>
<p>&quot;There is extreme uncertainty in the commercial market,&quot; Nolan said commissioners.</p>
<p>Nolan told commissioners that in 2009, an office construction was sold for much less than the taxable value and this has happened for the first time in many years. Generally, it goes the other way round.</p>
<p>&quot;There are going to be some tight times for counties and cities,&quot; Christopher said. &quot;The costs aren&#8217;t going down yet the revenue is.&quot;</p>

<p>In <a href="http://www.foreclosurewarehouse.com/homes/CA/SAN JOAQUIN/"><strong>San Joaquin</strong></a>, <a href="http://www.foreclosurewarehouse.com/homes/CA/STANISLAUS/"><strong>Stanislaus</strong></a> and <a href="http://www.foreclosurewarehouse.com/homes/CA/MERCED/"><strong>Merced</strong></a> counties, the rate of <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a> was comparatively low for the past six months, although it was barely seemed going that way.</p>
<p>However, the matter is going to be worse in the coming days.</p>
<p>Compared to the last three months of previous year, the default notices of foreclosure spiked drastically in the first quarter of this year, MDA DataQuick released this statistics on Wednesday.<br />
In Stanislaus, the <a href="http://www.foreclosurewarehouse.com/mortgage.php"><strong>mortgage</strong></a> default jumped to 58 percent, in Merced it went up to 54 percent, and San Joaquin saw a rise of 66 percent.</p>
<p>Between the registering of the default notices and reclamation by the lenders, there was a lag of six months. Hence, starting midsummer, the area will be crashed with foreclosure.</p>
<p>According to the DataQuick, around 36,313 houses in the three counties have lost their home to foreclosure in last two years. Extra 14,420 homeowners have failed to pay on their mortgages in the last six months. They have been informed formally that they are in danger of having property repossessed.</p>
<p>The valley is not the one in this clutter.</p>
<p>In the initial quarter of this year, lenders have registered a record figure of default notices all through California. During the first three months of this year, notices, which is 80 percent up compared 135,431 defaults to last year initial quarter.</p>

<p>Starting from Monday through Wednesday, the fixed program called the Dial-a-Lawyer program is there to help people. This famous annual event commences on Monday and it presents free legal guidance and seminars to the people all through the week.</p>
<p>Maureen Martinez-Schwab, the co-chairman of Law Week says not to wait until the last minute to call because the phone lines might remain busy all through.</p>
<p>&quot;The phones ring nonstop,&quot; Martinez-Schwab stated. &quot;We have four or five lines, and they&#8217;re always ringing and some are on hold. It makes you feel good about what you&#8217;re doing, because some people call up with simple questions that require simple answers and you can really take a weight off their shoulders.&quot;</p>
<p>In case it is a more complicated case, it is referred to the Palm Beach County Bar’s lawyer for referral service. Martinez-Schwab also said that attorneys employing the phones have no authority to solicit business or take recommendations.</p>
<p>The co-chairman of the Law Week, Kimberley Rommel-Enright told that the seminar of the Condominium and Homeowners Association always gets good crowd.</p>
<p>&quot;There are so many condo and homeowner associations in South Florida and they&#8217;re always ripe for issues,&quot; Rommel-Enright further added. &quot;It&#8217;s best that members as well as those running the associations know the intricacies of the law so that everyone is protected. It&#8217;s important that people understand what their rights and obligations are.&quot;</p>
<p>Rommel-Enright, an attorney for the Legal Aid Society of Palm Beach County further told that the society receives numerous calls a week regarding the laws governing foreclosure. This is for the second time Law Week is featuring a complete seminar on this particular topic.</p>
<p>&quot;With these economic times and the rise in <a href="http://www.foreclosurewarehouse.com/foreclosures.php"><strong>foreclosures</strong></a>, there are huge issues,&quot; she stated. &quot;It&#8217;s important that people know their options and how to respond.”</p>
<p>Concluding out this week on Friday is annual Law Day Luncheon, open only for the attorneys and the judges.</p>

An autonomous state agency, the Rhode Island Housing will manage $7.2 million, which will be spending in the Providence whereas the Department of Planning and Development of the city will manage $3.3 million of city bonus.</p>

<p>Together with Collin County, <a href="http://www.foreclosurewarehouse.com/home-foreclosure.php"><strong>home foreclosure</strong></a> sustained to scale up across the Dallas-Fort Worth Metroplex also. Collin County had the second highest monthly boost for April.<br />
According to the records compiled by <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>Foreclosure</strong></a> Listing Service of Fort Worth, Collin County’s foreclosure count took a rise of 29 percent for the April auction block.</p>
<p>The compiled data showed that the monthly total indicated record high for Collin County and even showed the third time more than 600 foreclosed homes in a single month, which included last February and February 2008.</p>
<p>Previous year, in the same four-month period the number of <a href="http://www.foreclosurewarehouse.com/foreclosed-home.php"><strong>foreclosed home</strong></a> were 2,064. Now there as been a hike of 16 percent in Collin County, 2,388 notices has been filed.</p>
<p>The president of Foreclosure Listing Service, George Roddy said that across Metroplex the affects of foreclosure could be felt.</p>
<p>“In both Denton County &#038; Collin County, a new monthly record high was reached with April’s home postings,&quot; Roddy quoted. &quot;And, in Dallas and Tarrant Counties, home postings for the upcoming auction climbed to the second highest monthly level on record.”</p>
<p>Roddy even said that every county in the DFW Metroplex not only experience a double-digit increase, but they also reach new record heights.</p>
<p>Roddy added, “For the upcoming foreclosure auctions in the D/FW Metro, 5,213 postings have been filed on homes. This was a 27% hike above the 4,108 filed for the same month last year; and, compared to last month’s 4,276 notices, there was a 22% increase,&quot;. “The only other month that residential postings reached above 5,000 was in February of last year when the record level was achieved with 5,315 postings filed.”</p>
<p>Roddy narrated that the new figures really as a real surprise to him.</p>
<p>He said, “With the various plans announced, you would think that postings might ease; but, that is not the case, at least not yet.&quot;. &quot;We will simply have to wait to see if the outlined plans actually end up helping the average American homeowner or not.”</p>

<p>According to the <a href="http://www.foreclosurewarehouse.com/mortgage.php"><strong>Mortgage</strong></a> Bankers Association, house owners continued to default on their mortgage payments in the fourth quarter of 2008, adding to the number of <a href="http://www.foreclosurewarehouse.com"><strong>foreclosures</strong></a> already spreading across the nation along with soaring delinquency rates. 3.6 million mortgages were in default for more than 30 days, which is around 7.88% of the <a href="http://www.foreclosurewarehouse.com/home_loans.php"><strong>home loans</strong></a> in the country, which stand at around 45.4 million loans.</p>
<p>This announcement came just a day after the Obama government gave comprehensive details about their Making Home Affordable Program, which has been designed to stop the spread of foreclosures by giving more than nine million borrowers an opportunity to make changes in their mortgages or refinance them.</p>
<p>According to Jay Brinkmann, who is the chief economist of the MBA, &quot;Foreclosure inventory jumped sharply in the fourth quarter, even though the rate at which loans were entering <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a> remained unchanged,&quot; He added that was mainly due to local and state moratoriums on foreclosure sales, further helped by the decision of Freddie Mac and Fannie Mae to stop these sales, by the reluctance of loan servicers to go ahead with evictions during the holidays in December, and due to heavy backlogs of legal paperwork in many places. Brinkmann added that some &quot;borrowers are running their accounts 90 days delinquent in order to qualify for certain modifications.&quot;, as there are many loan servicers who are not willing to  communicate with homeowners that are not behind in their mortgage payments.</p>
<p>Last quarter, the country’s last quarter&#8217;s highest percentage of over-due mortgages was in Mississippi, which had 13.11%, or around 33,121 mortgages from a total of 252,638 loans. Nevada was second with 11.12%, or 63,027 loans from a total of 566,795 loans, and Florida was third with 11.09%, with 396,903 loans out of 3,578,000 in total.</p>
<p>The over-due mortgage rate in Pennsylvania was 8.32% of the total home loans, which was around 130,000 loans out of the state&#8217;s 1.561 million home loans. New Jersey had a delinquency rate of 7.68% or 97,920 loans out of a total of 1.275 million mortgages that were behind on their payments.</p>
<p>Interestingly, foreclosure figures are not included in these delinquency figures, which stood at about 3.30% of all home loans or 1.5 million mortgages. Borrowers who are keeping up with their mortgages can renegotiate the terms of their mortgage with their servicers and modify their loans thanks to a provision in Obama’s administration&#8217;s plan. This may help stem the flow of foreclosures slowly.</p>

<p>In a short span of just seven days after Natasha Sinclare moved into a new rented apartment, she found out that her building was in the midst of a <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a> battle as the landlord had defaulted on his <a href="http://www.foreclosurewarehouse.com/mortgage.php"><strong>mortgage</strong></a> payments. Thankfully, under <strong>New Jersey</strong> law, tenants like Natasha have special rights. Still, people advice that renters should be careful that they are not taken advantage of by their landlords.</p>
<p>Natasha was wondering that “Why would he do this to me?” An unemployed mother of five children, Sinclare, who is 29 years old, was worriedly pacing around in her apartment last month. She added that “I don’t want to be left out in the cold with my five kids.”</p>
<p>As statistics do not track the figure of renters who are displaced due to foreclosure, advocates say that this problem is fast becoming a rising problem, and people like Sinclare suffer, as the city rates 2nd highest in the state as far as the number of <a href="http://www.foreclosurewarehouse.com/foreclosures.php"><strong>foreclosures</strong></a> are concerned. In the past year alone around 2,246 properties were listed as being in different stages of foreclosure, according to Mayor Jose Torres.</p>
<p>According to the President of the Hackensack-based New Jersey Tenants Organization, Matthew Shapiro, says that he is aware of certain cases where new landlords have been intentionally misleading their tenants or cutting off their water and heat as soon as they are in control of the building premises. He added “Tenants have to be aware that this kind of action is criminal. It’s a disorderly offense.” He said that there were times when landlords may offer money to tenants so that they will leave sooner. Matthew said “The offer is usually couched in terms like, ‘Well, this place is in foreclosure so you are going to have to leave anyway,’Ÿ” he added “It’s a con and it’s completely unethical.”</p>
<p>In Natasha Sinclare’s case, court documents showed that Richard Kapusta, the landlord, had received a defaulter notice in May last year from the lender, National City Mortgage. According to Tamara Kendig, a spokesperson for the state judiciary, another notice was sent in January this year that orders the sheriff to sell the property in order to satisfy the foreclosure judgment. When contacted in late February, Kapusta refused to comment to any reporter’s questions.</p>
<p>The date on Sinclare’s one-year lease copy with Kapusta is Jan. 27 2009. According to the lease agreement, she has paid Kapusta a deposit of $700, one month’s rent, for her 3 bedroom apartment.</p>
<p>The good news &#8211; Gregory Diebold, director of litigation for Northeast New Jersey Legal Services, says “As long as the lease was signed prior to the sheriff’s sale that the tenant was legally there and that the tenant couldn’t be evicted as a result of foreclosure judgment.”</p>

<p>On Monday, Gov. Steve Beshear said that <strong>Kentucky</strong> state plans to utilize $37 million of the emergency federal funding to aid homeowners in fighting <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a>.</p>
<p>Gov. Beshear said in a statement that &quot;Many areas across the commonwealth have been hard hit by the effects of <a href="http://www.foreclosurewarehouse.com/foreclosures.php"><strong>foreclosures</strong></a> and declining property values. The intent of the Neighborhood Stabilization Program is to put these federal dollars to work cleaning up communities and stabilizing neighborhoods so that they remain a safe place for working families to call home.&quot;</p>
<p>These funds will be utilized to purchase and redevelop <a href="http://www.foreclosurewarehouse.com"><strong>foreclosed homes</strong></a> which have been abandoned.<br />
<strong>Louisville</strong> is located in <strong>Jefferson County</strong>, which is highest ranked on the list of Kentucky counties that need foreclosure aid as ranked by the U.S. Department of Housing and Urban Development.</p>
<p>Ranked second is <strong>Kenton County</strong>, which is closely followed by <strong>Boone County</strong>, and <strong>Fayette County</strong>, which is home to Lexington ranks fourth.</p>
<p>Already, according to its website, more than 50 proposals have been received by the Department for Local Government which have requested over $115 million in aid. According to Beshear, funding announcements are likely to be made by month-end.</p>
<p>Also, organizations like The Housing Authority of Newport has asked for around $6 million to purchase, rehabilitate and then sell around 40 properties that have been <a href="http://www.foreclosurewarehouse.com/foreclosed.php"><strong>foreclosed</strong></a> across the nation. Director Joe Condit adds that &quot;I think we&#8217;ll get something. I&#8217;m not sure how much, since there are so many people requesting funding, but hopefully we&#8217;ll get something.&quot;</p>
<p>Others like The Housing Authority of Covington has asked for aid worth $15.5 million to purchase <a href="http://www.foreclosurewarehouse.com/foreclosure-properties.php"><strong>foreclosure properties</strong></a>, do rehabilitation and then resell them as well. Of these funds, around $2 million is likely to be utilized to develop seventy rental units that are lying foreclosed or abandoned all over the city.<br />
Director Aaron Wolfe-Bertling said that neighborhoods that have become a victim of foreclosure and recession will benefit greatly from this aid, which will help in boosting the local economy. According to him, every dollar well spent would generate approximately $3 or three times the amount in economic impact, such as buying supplies and hiring contractors. He added that &quot;It would be a huge boost to the local economy as well as to the neighbourhoods.&quot;</p>
<p>Beshear&#8217;s office also stated that these neighborhood stabilization programs are going to involve creating cheap rental housing, refurbishing and selling foreclosed homes, redeveloping urban property, creating land banks to help manage empty plots, and demolishing derelict and empty buildings.</p>

<p>The <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a> bug has finally hit New York – big time! Over 375 <a href="http://www.foreclosurewarehouse.com"><strong>foreclosed homes</strong></a> in New Jersey, New York and Pennsylvania are about to be put up for auction at bargain prices. The auction will take place at Manhattan’s Jacob K. Javits Convention Center this Sunday.</p>
<p>California based USHomeAuction.com has done one auction here earlier. The first auction was held in March 2008, way before all the layoffs, and just 69 homes were sold. This time USHomeAuction.com is looking to sell 232 houses in the New York metro area alone. Among them are a 2-bath and 3-bed home in Rockville Centre in Long Island, which has a starting bid of just $49,000, and then there is a 3-bedroom 2,000 square-foot home in Baldwin, Long Island, with a starting bid of only $89,000, once valued at $350,000!</p>
<p>Speaking to Crain’s Website, Rick Weinberg, a USHomeAuction.com spokesman said that “In the past, there weren’t enough <a href="http://www.foreclosurewarehouse.com/foreclosed.php"><strong>foreclosed</strong></a> New York homes to hold an auction. This year I suspect that there will be a second and third auction in the city.” He added that it was only recently that banks managed to have an inventory to contribute to a giant event like this.</p>
<p>Also, the New York area did not have a construction boom like <strong>Phoenix</strong> or <strong>Las Vegas</strong> did in the last few years. However, as job cuts increased, prices fell among the financial market meltdown, causing <a href="http://www.foreclosurewarehouse.com/foreclosures.php"><strong>foreclosures</strong></a> to rise substantially, especially in neighborhoods filled with the working class, which were prey to creative financing during the boom. These areas were filled with commuters.</p>
<p>According to PropertyShark.com, this January, scheduled foreclosures went up by 64% up from December, and higher by 5% from last year. Popularly christened the city’s foreclosure epicenter, Queens is likely to report an 8% monthly and annual jump.</p>
<p>Consumers have been ensnared by the lure of homes going for 50 or 60 cents to the dollar. Over 3,000 people have already signed up to attend the auction on Sunday, and hundreds more are expected to arrive last minute.</p>
<p>Though the final prices will undoubtedly be higher than the starting bids, the event is  slated to be a hit. The auction on Sunday is just one of around 300 that USHomeAuction.com is planning to host throughout this year all across the nation. CEO of USHomeAuction.com and parent company REDC, Jeffrey Frieden, has nicknamed this opportunity the ‘silver lining’ of the foreclosure epidemic saying “when a house is vacant, everyone loses.”</p>

<p>Housing Secretary Shaun Donovan, prompted by record low new home sales and <a href="http://www.foreclosurewarehouse.com"><strong>foreclosure</strong></a> losses, told lawmakers last Thursday that the Obama administration&#8217;s planned $75 billion foreclosure prevention program was all set to launch this week.<br />
Final details are to be released this Wednesday, but Donovan stated that the plan will let borrowers who have big credit card debts, car loan debts, and unaffordable mortgages modify their <a href="http://www.foreclosurewarehouse.com/home_loans.php"><strong>home loans</strong></a> so they can make lower monthly payments on their mortgages, even if they are not defaulters.<br />
Any homeowner who owes more than 5 percent of their home&#8217;s current value will get the opportunity to refinance if they have got their mortgages through Fannie Mae or Freddie Mac. Donovan added that loan modifications will also be allowed for those homeowners owing more than 50 percent of their home&#8217;s current market value.</p>
<p>Donovan hopes that this move will cause foreclosure rates to fall by April and said that &quot;we expect to see large numbers of modifications happen very quickly,&quot; while testifying before Senate lawmakers.<br />
This was just hours before Fannie Mae said it needed over $15 billion in government aid (this figure is expected to be higher) because it has lost almost $59 billion in the last year alone, thanks to the foreclosure crisis.</p>
<p>Though this is the first time that Fannie Mae has ever requested government aid, the Treasury Department stated that it was going to offer double the aid ($200 billion each) to both Fannie Mae and Freddie Mac. Seized by the government last year, these two <a href="http://www.foreclosurewarehouse.com/mortgage.php"><strong>mortgage</strong></a> finance companies alone account for around 50% of the country’s <a href="http://www.foreclosurewarehouse.com/mortgage_loans.php"><strong>mortgage loans</strong></a>.</p>
<p>Though <a href="http://www.foreclosurewarehouse.com/foreclosures.php"><strong>foreclosures</strong></a> were also addressed in the House, there was a delay in an expected vote for a housing relief plan. There was a stalemate among Democrats over a point that could allow judges in the <a href="http://www.foreclosurewarehouse.com/bankruptcy.php"><strong>bankruptcy</strong></a> court to lower the interest rate or the principal on mortgage loans of house owners who were facing heavy debt.</p>
<p>As a result, the vote was postponed till this Tuesday to allow Democrats time to meet and discuss how this issue can be aligned with the current housing plan proposed by the Obama administration with Donovan.</p>
<p>On Thursday, Freddie Mac reported that the average rate for a 30-year fixed mortgage was 5.07 percent this week, up a bit from 5.04 percent last week, which was close to historic lows.<br />
In a prepared statement, Frank Nothaft, Freddie Mac&#8217;s chief economist, said &quot;Lower house prices and affordable <a href="http://www.foreclosurewarehouse.com/mortgage_rates.php"><strong>mortgage rates</strong></a> have yet to spur housing demand.&quot;</p>
