<p>According to Bob Bossar, and Steve Boyles, former being the <strong><a href="http://www.foreclosurewarehouse.com/real_estate.php">real estate agent</a></strong> for W.W. Reed and Son, and the later being the manager of Century 21, the property market is in a better condition, in Kent compared to other places. In the previous few months, the sales figures have improved greatly. Bossar observed that in the Kent county property market the months of July and August were, major turning points, as fresh faculty members and staff joined in.</p>
<p>Bossar feels that, things are becoming more reasonable presently from buyers and sellers’ side as well. Buyers are more specific about the properties nowadays as they can bargain more. Bossar also emphasized that one of the couples he dealt with visited almost 40 homes before settling for one home. He further stressed that given the present conditions the sellers are also aware of the fact that they might not earn as much as they expect.</p>
<p>Boyles selling homes within a range of 20-mile radius observed the same thing. Boyles came across more updated buyers and sellers within the last few months. This increased the average price of selling and the rates of interest were lowered at the same time. In fact, in terms of improvements, Kent is not the only location and according to the last month’s report of, the Commerce Department, the home sales in July were at least 10% higher compared to the month of June.</p>
<p>However, the property market is still in a negative condition. Despite a rising trend of sales during July, the figures featured 13.4% fall compared to the last year’s figure. As per the Mortgage Bankers Association, almost 10% of homeowners in Ohio had fallen behind with their mortgages as of June 30. Approximately, 4.5% <strong><a href="http://www.foreclosurewarehouse.com/mortgage.php">mortgages</a></strong> had reached the stage of foreclosing. In terms of delinquencies Ohio became the 8th worst hit state and regarding foreclosures it became the 7th worst affected state.</p>
<p>Though the sales figures at ‘Century 21’ consequently was stable, on an average there is one sale taking place each day and according to Boyles, <strong><a href="http://www.foreclosurewarehouse.com/">foreclosed properties</a></strong> account for half the total sales. According to him, the transaction circumstances were better last year.</p>
<p>The associate dean of graduate and professional programs with Weatherhead School of Management at the Case Western Reserve University, Robin Dubin observed that, &#8220;It got bad in Ohio before it got bad in the rest of the country.&#8221; Dubin feels that this crisis situation has arisen due to fraudulent activities in the market and the weakness in the local economy.</p>

			<content:encoded><![CDATA[<p>Arson and vandalism are fast becoming the order of the day in <strong><a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=CA&#038;county_name=FRESNO">Fresno</a></strong> at <a href="http://www.foreclosurewarehouse.com"><strong>foreclosed properties</strong></a>. Recently, one of two cases took place in the district of Mayfair and the other took place a little northward of Fashion Fair.</p>
<p>Both events took place when a small group of teens gained entry into the houses, and someone from the group decided to play with fire. North of Fashion Fair, the incident took place when the group of teenagers decided to use the fireplace. However, books and magazines which had been burned on the tile floors were also found on the top of the counter and the stove.</p>
<p>Things were much worse at the Mayfair District house. The fire caused the big hole in a large section of the living-room carpet, and smoke caused a lot of damage which can be seen on many of the outside windows.</p>
<p>Deputy Fire Marshal Don MacAlpine  says “They got lucky because the situation both times is exactly what happened at the University Village fire (which caused $14 million in damages). A kid was a little too fascinated with fire, and started playing. In both of these cases, the damage was minor and no one was injured.”</p>
<p>According to MacAlpine, his department is working closely with Fresno County Sheriff investigators and police. So, it seems that fire officials are not the only department that is investigating these fires or keeping a watch on empty houses.</p>
<p>Spokesman for the Fresno County Sheriff’s Office, Deputy Chris Curtice, says that his department is working with neighbors who look for signs of vandalism, trespassing and other crimes. He added that “Homeowners generally report suspicious activity in and around vacant homes as they have a vested interest in their neighbourhoods”.</p>
<p>These empty houses are also being watched and patrolled by Patrol deputies, especially those who are most familiar with the area, Curtice added. They had many methods of dealing with theft and vandalism, from criminal or civil cases, or simply requesting the homeowner to be more responsible about his property.</p>
<p>According to MacAlpine, parents can play in important role, in more ways than one, which may surprise some people. MacAlpine said that investigators had heard a few parents say they thought it was OK for their children to play with fire as long as they were being supervised.</p>
<p>“The problem is that later those are the same kids who develop a love of fire and become serial arsonists. I’ve seen 13-year-olds who already have a favorite igniting device. These arsons we’ve seen lately happened with kids just like that. Fire is not a toy.” He said.</p>

It is a symptom of the troubled economy in rural <a href="http://www.foreclosurewarehouse.com/listings.php?state_sg=ME"><strong>Maine</strong></a>.<span id="more-2751"></span></p>
<p>Waterboro has some of the modest cape and ranch-style homes set amidst the snow-clad pines and the winding shores of Lake Arrowhead. It is one of the epitomes of affordable country living. But now, the place faces a gnawing trouble. This rural <a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=ME&#038;county_name=YORK"><strong>York County</strong></a> community is one of the most <a href="http://www.foreclosurewarehouse.com/distressed.php"><strong>distressed</strong></a> housing markets in Maine.</p>
<p>Now, one can only find “For Sale” signboards hanging in the unplowed yards at a few vacant homes.  There are also some small orange tags on the front door of vacant house which signals that, some lender has shut off power and drained the water pipes for the resident living there.</p>
<p>Since October, 85 homes in Waterboro have been sold, listed for sale or put under contract.   While some twenty-eight of them or roughly 33 percent are owned by a bank or are listed for less money than their sellers owe on mortgages.</p>
<p>The nation&#8217;s growing <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a> crisis is not only seen in urban areas but true rural areas like Maine too. The state has qualified 15 communities for new federal money to buy and redevelop properties that might otherwise be abandoned and values of the property may go down.</p>
<p>Waterboro is located away from an urban service center. Even then, the experts say that Waterboro’s will be affected by foreclosures in cities where there have been maximum lay offs in jobs, high commuting costs and high amount of debt forcing people to sell their homes.</p>
<p>Dale McCormick, who heads the Maine State Housing Authority, said &quot;It very much jibes with what we know about sprawl and the cost of sprawl.&quot;</p>
<p>When the value of the home was rising, families flocked to the outskirts of suburbia in search of cheaper homes and open space. McCormick said that, the other reasons were high gasoline prices and an economic recession. She added that, there has been a huge affordable housing problem in Maine.</p>
<p>Waterboro is among the 15 communities to share $19.6 million in federal money from the Neighborhood Stabilization Program. The funds have been for the places with high foreclosure rates and an elevated risk of property being abandoned. Some of the properties which have topped the list in Maine are Sanford, Lewiston, Portland and Bangor.</p>
<p>Waterboro is at the bottom of this list. But according to the Maine Office of Community Development the number of past foreclosures, geographic density and the risk of future foreclosures, the ranking of this town with 7,000 residents is more than triple the state average.</p>

<p>Marlborough’s Community Development Authority has shown interest in new program that aims to make things easier for non-profit groups, Municipalities and housing agencies to enable them to buy <a href="http://www.foreclosurewarehouse.com"><strong>foreclosed properties</strong></a>.</p>
<p>The <a href="http://www.foreclosurewarehouse.com/listings.php?state_sg=MA"><strong>Massachusetts Foreclosed Properties</strong></a> Program would provide an opportunity to the eligible buyers so that they can purchase one- to four-unit homes before they are listed on the open market.<br />
The Citizens&#8217; Housing and Planning Association has been working with the governor&#8217;s office and the state Congressional delegation. It hopes to launch its program by February end.</p>
<p>The program will help lenders to sell properties in a more efficient manner, provide affordable housing to low- and moderate-income groups, and stabilize neighborhood areas by reducing vacant and abandoned homes.</p>
<p>The program aims to include properties owned by lenders such as JP Morgan Chase, Bank of America, Fannie Mae and Freddie Mac.Aaron Gornstein, executive director of the planning association, said in his letter to the city&#8217;s community development office that this program will include the vast majority of real estate-owned property in Massachusetts.</p>
<p>The new program aims to target properties in 39 <a href="http://www.foreclosurewarehouse.com/Foreclosure-City/Massachusetts/Massachusetts-State-Foreclosure.php"><strong>cities of Massachusetts</strong></a> and towns eligible for funding in the new federal Neighborhood Stabilization Program, which will offer assistance in buying and redeveloping <a href="http://www.foreclosurewarehouse.com/foreclosed_homes.php"><strong>foreclosed homes</strong></a>.</p>
<p>The local communities which are eligible for funding in the federal program include Marlborough, Framingham and Milford.Marlborough&#8217;s Community Development Authority on Thursday appointed Michelle Ciccolo of the city&#8217;s office of community development to submit a request for interest to the Housing and Planning Association.</p>
<p>The association serves as a point of contact between lenders and interested buyers.Community Development Authority member Lynn Faust  said that Marlborough 2010 and the city&#8217;s Community Development Corporation could also be possible buyers under the new program.</p>
<p>The buyers will get about two weeks to decide and the houses would be sold below market rate because of savings on brokerage fees.  The board members have decided that Kevin Flynn, the new executive director of community development, would be the authorized city&#8217;s contact for the association.</p>
<p>The members of the new program have said, the Marlborough&#8217;s Community Development Authority board is still waiting to hear if the city receives funding from the federal Neighborhood Stabilization Program. This funding would focus on the downtown area.</p>
<p>The city plans to use the funding in several ways like buying and selling or buying and renting of properties. There are some signs of optimism because many first time buyers are planning to buy properties through this program.</p>

<p>The owners can also negotiate lower payments with the I.R.S. However, the outcome is not favorable for everyone since the I.R.S. ultimately decides the tax amount to be paid.</p>

The area deteriorates when there is junk mail, broken fences, unattended gardens etc. In such cases, homeowner’s associations have to take the responsibility of cleaning up the neighborhood. But the point is &#8211; how to keep the homeowners association going? City managers have to provide them with incentives to do so. Currently, they are made to pay twice, first to develop the general locality i.e. parking area, gardens, entry gate etc., and then again to keep the foreclosed area clean.</p>
<p>There are still some families who come to stay in areas which are hit badly by foreclosures. It’s a tradeoff that they take. They believe that their invested money will add up to their profits in spite of the empty foreclosed houses surrounding them. Plus they are assertive that the financial crisis leading to foreclosures will end soon. Otherwise, people will not be left with any other option, because if people keep on running from foreclosure, then eventually  there will be no place left to live.</p>

<p>Stockton was once considered as a favorite destination for <a href="http://www.foreclosurewarehouse.com">real estate</a>. But now, as per the estimates of RealtyTrac, it is rated as the place with the highest foreclosure rate compared to any city in the country. Earlier, having a house in Stockton was more easy and affordable than to have one in South Bay. However, the scenario has changed a lot in the last two years. Thousands of people are now facing mortgage issues.</p>
<p>People from other regions located themselves in Stockton searching for reasonable homes. As a result, the area became well populated, and expanded a lot. The location of Stockton was also another contributing factor. It is about 90 to 91 miles east of the silicon city i.e. San Francisco.</p>
<p>Even now, an average house for a family can be bought for $355,000. The main reason for increasing foreclosures in this area is sub-prime lending. Many current deals were supported by sub-prime loans. Lenders provided complete loans with minimal down payments to the homeowner, but the sudden increment in the interest rate later on affected many of these deals.</p>
<p>Many nonprofit organizations are currently working on this issue. They are asking lenders to freeze these foreclosures. They are also extending credit to low salaried families. Senior citizens and immigrants are affected most by the lenders actions.</p>
<p>Not only Stockton, but also other cities of <a href="http://www.foreclosurewarehouse.com/listings.php?state_sg=CA">California</a> like <a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=CA&amp;county_name=STANISLAUS&amp;city=MODESTO">Modesto</a> and <a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=CA&amp;county_name=MERCED&amp;city=MERCED">Merced</a> are among the top cities for <a href="http://www.foreclosurewarehouse.com/foreclosure_filings.php">foreclosure filings</a>. All of them were predominantly made up of agricultural land earlier. RealtyTrac findings rank California at number three in foreclosure mortgages. The other top places are occupied by Nevada and Colorado. DataQuick, another real estate tracking company, confirmed that the foreclosure crisis was hitting the state the worst in the last two decades. There have been 54,100 cases of delinquent loans in the state between May and August of this year.</p>
<p>Short sales, as the relief, are extended to homeowners by some of the brokers in Stockton. Short sales means the homeowner can pay back a bulk of the amount to the lender, if not the entire amount. But how many homeowners this will save is a big question since there are thousands of people affected by the foreclosure crisis countrywide.</p>

Presently, not many discounts are available as these homes are priced competitively by banks. Also, agents don’t love to make deals with clients who underestimate the monetary value of a property.</p>

In the meantime, the owner can look for possible viable options to save the house. One possible option for escaping foreclosure is a “Forbearance Agreement”. This agreement provisionally lessens the mortgage payment. In this, after the foreclosure filing, the owner has 90 days in hand to make the default payment. If he does not do so, the bank files notice-of-trustee sale. Still, if the payment is not done within the next 21 days, a sale date is scheduled.</p>
<p>The bidding amount generally includes the owed amount along with fees and penalties. In case of a ‘no sale’, the property is owned by the bank and the lender is free to either sell it or seek an auction house. Agents typically want to work with lenders and not with banks, as the former tend to act faster when taking decisions, as compared to the latter who responds relatively slower.</p>
<p>Though not all agents are able to handle foreclosure dealings, at the end it’s the money that matters. People always invest in someone else’s adversity. Though foreclosure gives the negative approach to the society and is growing at an alarming rate, there are people who are earning their bread and butter from it, and doing a good job at that.</p>

<p>A new plan is being considered by the Patrick administration that will enable <a href="http://www.foreclosurewarehouse.com/mortgage.php">mortgage</a> lenders to pay the first and last months&#8217; rent for homeowners who have lost their homes to <a href="http://www.foreclosurewarehouse.com/">foreclosure</a> along with their moving expenses payments.</p>
<p>Part of a foreclosure prevention initiative, this proposal will be presented by administration officials at a meeting where some of the state&#8217;s biggest mortgage lenders will be present. According to a draft found by the Globe, this initiative will ensure that homeowners facing foreclosure will be paid $5,000 by lenders for relocation and administrative costs incurred by nonprofit agencies in finding them a new home.</p>
<p>Kofi Jones, who is the spokesperson for the Executive Office of Housing and Economic Development said that the Patrick administration is in the course of attempting to put in place a comprehensive plan to try and resolve this foreclosure situation. &#8220;We are committed to protecting homeowners and communities throughout the Commonwealth.&#8221; She added.</p>
<p>In addition, according to the draft, the proposal requires lenders to holdup foreclosure proceedings for a few cases; decrease <a href="http://www.foreclosurewarehouse.com/home_loans.php">loan</a> amounts and give up prepayment penalties for other cases; and work together with the state government to relocate these foreclosure and vacant properties to buyers buying first-time homes or nonprofit agencies.</p>
<p>According to the draft, the idea is to &#8220;prevent as many <a href="http://www.foreclosurewarehouse.com/foreclosures.php">foreclosures</a> as possible and to minimize neighborhood destabilization by reclaiming vacant <a href="http://www.foreclosurewarehouse.com/foreclosed_properties.htm">foreclosed properties</a> for owner-occupied homeownership.&#8221;</p>
<p>The <a href="http://www.foreclosurewarehouse.com/listings.php?state_sg=MA">Massachusetts</a> Mortgage Bankers Association’s executive director, Kevin Cuff, declined comment saying he hadn&#8217;t yet seen the proposal.</p>
<p>This will be the second attempt between the Patrick administration officials and mortgage lenders to chalk out a plan to lessen the impact of shooting foreclosures.</p>
<p>Compared to around 6,000 in the same period last year, a whopping 10,000 foreclosures have been filed in the first five months of the year alone. This data was given by The Warren Group, which studies and publishes <a href="http://www.foreclosurewarehouse.com/real_estate.php">real estate</a> information.</p>
<p>These foreclosures have been focused around sub-prime loans. These are loans  which are made to people with little or poor credit and carry much higher interest rates. A lot of these sub-prime mortgages have rates which are adjustable, and recent interest rate hikes, or resets, have further wringed already struggling homeowners.</p>
<p>Earlier in this month, a $250 million fund was unveiled by the Patrick administration which will help a few sub-prime borrowers to refinance to less expensive and affordable mortgages. State officials are planning to use hardball tactics during negotiations to compel lenders to take in any financial losses on these concerned mortgages that the state will attempt to refinance.</p>
