Foreclosure Prevention Pro Bono Project - Saving Homeowners

Foreclosure Prevention Pro Bono Project is on its way to help the homeowners to release their real estate properties from the grip of lenders. It’s a project, rather a resolution, taken by Maryland nonprofit groups. The pioneer of this project, Mr. Robert M. Bell, the chief judge of Maryland’s Court of Appeals, has taken the initiative personally to resist the lofty show of the real estate lenders. He has appealed to over 33,000 licensed attorneys of Maryland to stand beside these people in crisis of foreclosure. He requested the lawyers to participate in the project by donating money or lending their time.

This is the most alarming as well as controversial issue of the present time in the country. The condition is even worse in Ohio, where the Government is trying to sort this problem out. New laws have been introduced for giving the real estate owners several notices and allowing more time to react as reported by Mr. Bell earlier. Every year, the number of unsolved foreclosure cases is rising. However, the lawyers have started showing their interest and some of them already registered themselves for the training. Apart from them and many more, Baltimore’s nonprofit Maryland State Bar Association and Governor Martin O’Malley are active partners of the project.

In Maryland, over 70,000 homeowners, at least 70% more than that of last year, are the victims of foreclosure. It is time to save them from such unwanted harassment. This is a fact that most of them are not in a position to repay their debt, and rescue their mortgaged real estate property or home right now. They are already deeply engrossed with financial or personal problems of their own. Very few of them have the capacity to hire an advocate.

In this situation, the lawyers coming forward is really hopeful to the homeowners. Maryland housing counselors will also get some relief, as generally the borrowers come to them first to solve their real estate or foreclosure related problems. It seems that financially weak attorneys of small law firms have to compensate and give time, as most of the large firms serve for many of those mortgage-issuing financers.

However, it is true that all of those homeowners will not get their home back but this legal aid would help them to have time for transition and strength for living better and that is the main motto of the project.

Lake Elsinore Foreclosure Task Force Meets To Combat Foreclosures

Mary Venerable, the Vice President of the Southwest Riverside County NAACP, has made tireless efforts to arrange a workshop for those who want a solution to house foreclosures. The problem has greatly moved her and she is highly proactive to help the people in combating this problem of foreclosures. She has always believed that the biggest solution to foreclosures and real estate can be had random questioning. Her niece faced the same problem and was at a loss of what to do. She did not know of whom to speak to about it, and before she could take any steps to prevent it, she lost her home.

Venerable participated in a foreclosure task force meeting sponsored by California state that was held in the month of February in Riverside. There she came to know about a lady who also underwent the same problem that was faced by her niece. But in her case, she was able to come out of the problem of foreclosures. After attending this meeting, she thought this is one of the best ways to search for a solution to the problem. She saw that the south-western county area was highly vulnerable to foreclosures that posed a real problem to the real estate sector.

Venerable in a bid to save the people from foreclosures, got in touch with the state officials for arranging a task force meeting in the south-western area. She did not get any positive response from them for they said that there were not enough of funds to arrange for such a huge meeting. Her ideas were however welcomed by the NAACP and Lake Elsinore officials. Even Riverside County Assessor Larry Ward and Supervisor Bob Buster encouraged her move. Venerable also got in touch with a number of people belonging to the real estate and other speakers before the actual date of workshop.

Venerable said, “We have too many people around here in Southwest County who are like that who don’t know there is a way out. I just felt if there was something I could do to help them find the answers, I should do it. The bottom line is to keep people from losing their homes”.

A large number of homeowners from south-western Riverside County, Hemet, and Corona attended the meeting at the Lake Elsinore Cultural Center. Besides, there were real estate agents, real estate attorneys, and financial counselors to answer the people. It was possible all due to Venerable’s untiring efforts.

Handling Crime in Foreclosed Neighbourhoods

With foreclosures continuing to increase, related concerns are raising their heads in hard hit neighbourhoods. One such problem is that of growing crime.

Boarded up homes and vacant properties are often sitting ducks for negative elements. These houses are prime targets for burglars and are also used for all kinds of anti-social activities. Thus along with the homeowners the entire neighbourhood gets affected.

This fact is borne out by recent studies conducted by the George Institute of Technology and the Woodstock Institute, Chicago. One study shows that violent crime tends to occur more in neighbourhoods that have had significant number of foreclosures. According to the study a neighbourhood which had 2.8 foreclosures for every 100 homeowners also showed an increase in violent crime by 6.7 percent. Another study found that the value of single-owner homes dropped by 0.9 percent for every foreclosure within a block of the property.

It can be concluded that the greater the number of foreclosures in a locality the less safe it is likely to become and the more the value of the other properties is likely to drop.

Robberies on vacant properties can take various dimensions. Small time thieves may target copper piping or break in to steal air conditioners and other fittings. More enterprising criminals are likely to change the locks and rent out the home to unsuspecting tenants!

A few precautions may go a long way in safeguarding both the home and the neighbourhood. When a property is foreclosed and the homeowners move away, neighbours are advised to keep an eye on the home. They can then inform the homeowners or the relevant authorities if they see suspicious people lurking about or the house falling into disrepair. Many county offices offer access to public records which can help locate the homeowner or company.

Police departments too offer guidelines to help protect property. They advise residents not to make it obvious when they leave their homes. By having the grass cut, newspapers picked up and lights turned on and off, an impression can be created that the house is lived in. It thus avoids undue attention.

Attention to security measures is another important consideration. The police advise exterior doors to be made of solid wood or metal with deadbolt locks and heavy duty strike plates. Windows should have secondary locking mechanisms and gates need to be secured with padlocks.

An alarm system that is switched on when then residents are away or asleep is strongly recommended.

Foreclosure Causes Health Concerns In Maricopa County

Foreclosures are on the rise and with it the number of abandoned homes is also increasing. County health officials have expressed serious concern about abandoned or vacant homes with swimming pools. Left to the mercy of the elements these pools are turning out to be fertile breeding grounds for mosquitoes and algae, especially as temperatures continue to rise this summer.

County health officials are receiving 250 percent more complaints about mosquito infested pools as compared to last year. The figures tell their own story. According to Johnny Dilone of the Maricopa County Environmental Services, the county received 597 complaints between January and May 2007. This year the number has leapt to 2,096.

Encephalitis and West Nile flu are just two of the diseases that can be spread by mosquitoes. Both these diseases can be harmful especially for the elderly and those with suppressed immune systems. Wes Nile flu is particularly dangerous for horses.

Fortunately very few actual cases of these diseases have been reported. However the growing number of complaints is a warning that the situation can spin out of control and the health risk posed by the mosquitoes remains a definite cause for concern.

The process of dealing with a complaint can be expensive and time consuming and the county prefers owners to deal with the situation themselves. However with foreclosed real estate, the county is often unable to contact the owners. They then obtain a search warrant and treat the affected pool themselves. Insecticide oil is used to suffocate the larvae and gambush fish are introduced to eat the mosquitoes.

Residents of the county are being encouraged to be more proactive. In Surprise, a committee set up to deal with foreclosure problems facing the community, is playing an active part in encouraging greater vigilance. Troy Corder of In surprise points out that it is the health of the neighbourhood which is at risk and so residents need to be alert for signs of a “green pool” when a property is foreclosed.

Ignoring an order to eliminate mosquito pools on private property is considered a Class 3 misdemeanor. However the Maricopa County does not prosecute if the home is an abandoned one.

Instead, the county is appealing to home owners to drain their swimming pools of water before they hand over their homes to the bank. If this is not possible, they can call the Vector Control Office who will provide them with gambush fish, which eat mosquitoes as well as larvae. Virginia´s Governor Seeks Help For Foreclosures

The governor, Timothy Kaine seeks help for meeting the demands of mortgage faced by borrowers of that area. Most borrowers being on the verge of facing foreclosures, this has been a primary concern for the development of the state. The rapid stemming up of foreclosures in Virginia has made it impossible to make a good commercial progression in the area of real estate business. Thousands of Virginians are on the crisis of losing their homes. There are still others who have already given up and shifted in the passage of the last two years.

The Governor’s new plan, as introduced in the General Assembly on Monday at had posed that certain lenders in the real estate business would have the responsibility to warn borrowers against the perilous positions and risks involved with a particular transaction. They would also have to forearm the borrowers with a grace period, which would enable them to come back on track with their financial defaults. Some resources would also be arranged on some cases to help them make their existing loans paid back. A representative of the governor, Gordon Hickey, has also commented that this would be an effective enough plan to help the thousands from losing their homes in the state.

The plan also includes external help in the form of appropriate financial counselling, the arrangement for pooling in other forms of resources in order to combat the problem with payments and so on. All these have the aim that the properties are not foreclosed at any cost.

The Maryland Gov. Martin O’Malley had also announced a plan on the similar vein prior to Kaine, in fact. Kaine is also looking forward to broach these regulations to the General Assembly in its scheduled adjournment of March 8.

In the last one year, foreclosure rates have accelerated like nothing else and have been a nationwide concern. The heavy number of rash and impulsive loans fuelled by a large number of unsafe loan scheme, have all generated to provide this state of unmitigated amount of foreclosed properties. The number of homes foreclosed has in fact risen up by 57% in this January itself when compared with last year. This statistic was conducted by a research firm dealing with real estate properties.

This plan will help homeowners in keeping their homes, and allow them to repay their outstanding dues. It remains to be seen how effectively this will help stem the flow of foreclosures in the county.

Foreclosure Help: Finally A Way Out For Financially Strapped Homeowners

The House has finally approved legislation to help financially strapped homeowners who are facing foreclosure or bankruptcy. Those homeowners who have a mortgage debt as part of a foreclosure would be given a tax break by the bill, passed 386 to 27, or a reworking of a loan will be given to them. The value of that pardon, which as it stands now is taxable as income, would be exempt. This tax break comes as a huge relief for homeowners who were already heavily burdened by the possibility of foreclosure or higher interest rates, but didn’t want to complete the process due to the additional tax liability they would have to incur as a result.

The measure that is taken expects to reduce the taxes of some strapped homeowners by $650 million. By limiting a tax break available on the sale of second homes it also looks to help offset their liability. This change in policy follows closely after President Bush had said that he would help those people who have been suffering due to foreclosures.

There has been another measure which has narrowly been sanctioned by a House Judiciary subcommittee. Although there has been opposition on behalf of the Republicans on the panel, it has been sent to the full Judiciary Committee. This would finally revise the bankruptcy code which would help homeowners who are facing default and foreclosure and it would bite into the already hard-hit profits of mortgage lenders. However, it is unlikely that this can be avoided, as almost any formula or policy adhered to favor the homeowner would invariably hit the mortgage lender in one way or another.

That bill that is in question would appropriate judges who can order mortgage lenders to ease terms for homeowners in bankruptcy transactions. Currently, the situation is that in case of filing of bankruptcy against a homeowner in default for 90 days or more, the mortgage lenders can then foreclose against a homeowner. A similar legislation to both bills is pending in the Senate.

As Brian Gardner, a research analyst with investment firm Keefe, Bruyette & Woods, says that mortgage lenders would be “terrified” of getting absorbed in the proceedings of bankruptcy. The latest congressional reaction to a mortgage crisis touched off this spring by a blowup in sub-prime home loans for risky borrowers was the House vote.
