<p>The officials of O’Fallon have re-structured some of their  city-based operations to cope with an ordinance violation that were  continuously growing in number in relation to <strong><a href="http://www.foreclosurewarehouse.com/foreclosure.php">foreclosures</a></strong> and a  sluggish residential market.</p>
<p>Nathan Lacey, who is the city&#8217;s director of building safety, told  the City Council in June that he has agitated the city&#8217;s adjective  approach to enforce code violations due to a probable hike in vacant  <strong><a href="http://www.foreclosurewarehouse.com">foreclosed properties</a></strong> and unutilized units in residential development.</p>
<p>&#8220;At any given time we have up to 150 properties on the <strong><a href="http://www.foreclosurewarehouse.com/foreclosure_listings.php">foreclosure  list</a></strong>,&#8221; was told by lacey to council members and Mayor Bill Hennessy  respectively.</p>
<p>The representative for city Tom Drabelle said that just like other  cities of the county, O’Fallon has also witnessed an increase in  foreclosures and conked housing projects that are in to the city is  responsible for increasing the city&#8217;s burden of code violations, long  grass for example.</p>
<p>As the process of constructing a new, buildings have slowed down and  the code violations have increased, Drabelle commented that the duties  of the city staffs have been adjusted in such a manner to handle the  enhanced trend of code violations. <p>Because of this increased code violations and expanded city  response, the city officials have successfully developed a synergist  Intranet code social control map that has been made available to city  staff to identify the exact locations where properties with code  violations are located in the city.</p>
<p>Drabelle commented, “We’re calling on people within city staff to  assist in areas where they haven’t been asked to assist before,” in  this particular regard.</p>
<p>Officials are of the expectation that the code violations at  properties which have been still owners occupied by their respective  owners will be settled with the help of the $270,000 in community  development block grant funds that have been made available to the  residents of O&#8217;Fallon for making subsequent improvements in their homes.</p>
<p>Drabelle alleged that the city has also started offering residents  grants to the tune of $21000 from the annual Project Home Golf  Tournament, which better known to raise funds for home improvements. If  a property owner is convicted with code violations, as per the general  norms, those issues are addressed before any performing any other home  improvements.</p>

<p>Home prices are not depreciating locally as much as they have done in other parts of <strong><a href="http://www.foreclosurewarehouse.com/homes/CA/LOS ANGELES/LOS ANGELES/">Los Angeles</a></strong> and <strong><a href="http://www.foreclosurewarehouse.com/homes/FL/ORANGE/">Orange</a></strong> counties, which experienced massive housing developments artificially built to fill an ambiguous demand that subsequently got fuelled by speculative lending practices, expressed Dan Soderstrom, a well-known real estate agent working for Dilbeck Realtors in Burbank.</p>

<p>As per Amanda Frank, a homeowner, she is having problems with selling her house in West Chester. She had expected to gain at least $107,000 from the sale of the house but unfortunately, the buyers came up with much lesser amount to pay.</p>
<p>According to her, “The couple that was going to borrow it had an FHA <strong><a href="http://www.foreclosurewarehouse.com/blog/category/loan/">loan</a></strong>. They came back and did an appraisal and it came back appraised at $80,000. That is $8,000 less than our current <strong><a href="http://www.foreclosurewarehouse.com/mortgage.php">mortgage</a></strong> and $3,000 than our 2008 <strong><a href="http://www.foreclosurewarehouse.com/homes/PA/BUTLER/">Butler County</a></strong> tax appraisal.”</p>
<p>According to the appraiser, the low value of the properties determined the value for the rest of the homes in the same locality. According to Frank, “They said the comparative sales within the neighborhood do admit there&#8217;s a downward trend in the pricing.” In fact, another home in the same locality have been appraised at $105,000</p>
<p>At the same another house of the same sq ft has been appraised for $70,000 and the owner of this house is trying attempting for short sale or selling the house for lesser amount than what is needed to pay back the mortgage debts.</p>
<p>Another house in the same locality suffered to some extent due to negligence and needs to be repaired as it is expected that this will increase the over all value of the house. However, to increase the value of the houses, more needs to be done in the neighborhood.</p>
<p>As observed by Frank, “Who wants to hear that without a predatory <strong><a href="http://www.foreclosurewarehouse.com/blog/alt-a-lender-greenpoint-mortgage-closes-multiple-offices/" class="broken_link" >lender</a></strong>, without an adjustable rate mortgage, without buying on the bubble, here you are upside down on your current mortgage.” A lot many families have lost jobs or ran out of employment and hence have to face the issues of foreclosures.</p>
<p>The worst part is that the Franks have invested almost $100,000 in the house they own but on the contrary, it has been appraised at a mere $80,000. The situation is the same with their acquaintances, who are intending to sale their homes at approximately $126,000, but the buyers are only ready to pay $100,000. Hence, one needs to rethink before they invest any further in renovation of homes, as that does not seem to improve the value of the homes much.</p>

<p>According to the state Association of Realtors, as swelling <strong><a href="http://www.foreclosurewarehouse.com/">foreclosures</a></strong> drove down values, the home prices in <strong><a href="http://www.foreclosurewarehouse.com/Foreclosure-County/California/California-State-Foreclosure.php">California</a></strong> dropped 41 percent last month from a previous year which is more than double the US drop down.</p>
<p>The<strong> </strong>established group in <strong><a href="http://www.foreclosurewarehouse.com/homes/CA/LOS ANGELES/LOS ANGELES/">Los Angeles</a></strong> said that in California, the average price for a single-family disconnected home dropped to $247,590 in February from $418,260 earlier. According to the <strong><a href="http://www.realtor.org/">National Association of Realtors</a></strong>, the average US price dropped to 16 percent in the same time and it is considered to be the second biggest drop on record.</p>
<p>“The median, for all its imperfections, tells a really interesting tale right now, it tells you what is and what is not selling. What’s selling right now is foreclosures,” said Andrew LePage, an analyst at research firm MDA DataQuick.</p>
<p>Of the existing California home sales, 58 percent was counted for <strong><a href="http://www.foreclosurewarehouse.com/listings/foreclosures.htm">foreclosure</a></strong> in February, compared with the 33 percent earlier, according to<strong> </strong>based MDA DataQuick. The research firm also said that in inland California, where the prices are lesser than the coastal areas, in the previous three months of 2008, reported for half the state’s <strong><a href="http://www.foreclosurewarehouse.com/mortgage.php">mortgage</a></strong> defaults.</p>
<p>“The California median price has declined by a larger margin than the nationwide median price,” Leslie Appleton- Young, chief economist for the California Association of Realtors, quoted. “This can be attributed to the under $500,000 portion of the market, which has experienced larger price declines than the other market segments due to the large share of distressed homes for sale.”</p>
<p>The decline of the price in California, led to an increase of 83 percent in the count of houses traded in February from a previous year. The count of existing single-family isolated homes sold climbed to 620,410 on a yearly basis, increasing from 338,970 a year before. From January the sales dripped to 0.8 percent.</p>
<p>The association said that in California the average number of days it took to sell trade away a single-family home was 51.5 last month, a drop from 69.3 a year back. The months required to diminish the supply of houses on the market at the recent sales speed dripped to 6.5 months from 15.3 months a year back.</p>
<p>The average dropped 45 percent from the previous year to $715,000 in California’s most costly district, <strong><a href="http://www.foreclosurewarehouse.com/homes/CA/SANTA BARBARA/">Santa Barbara</a></strong> County’s south coast, for houses last month. High Desert was the least expensive part, where the median fell 45 percent to $121,970, said the Realtors’ group told.</p>
<p>In the High Desert, the sales tripled last month, whereas in Santa Barbara’s south coast, it fell 9.4 percent.</p>
<p>In California, the average condominium price was $219,960 in February, from last year’s $367,540 it is a 40 percent down. The count of condo sales jumped to 52 percent from previous year.</p>

<p>Immense publicity has let down the economic officials. Moreover, the shut down of the <strong><a href="http://www.gm.com/">General Motors</a></strong> plant has taken the entire nation by rage. This incident has also left several people jobless, the highest number being in the Rock County.</p>
<p>Actually, with faulty information, it could be tough to gain the lost reputation. This was reflected in the case of Rock County. Not a single buyer turned up; when about six <strong><a href="http://www.foreclosurewarehouse.com/">foreclosed homes</a></strong> were put on an <strong><a href="http://www.foreclosurewarehouse.com/foreclosure-auction.php">auction</a></strong>, on a Wednesday morning at the Rock County courthouse.</p>
<p>No doubt, the news of Rock County foreclosures was no more upfront. However, with a single article posted on USA Today raked up the issue once again.  To this, the Vice President of Government Relations, Don Cunningham remarked, “We certainly did see the article and did have some questions about the numbers that they were using for that”.</p>
<p>Rock County was the leader in foreclosures in the nation; and a newspaper graphic backed the fact. The data for which was collected by RealtyTrac, a popular company. However, this particular company revealed to WISC TV that the data used for the graphic was imperfect and partial.</p>
<p>Cunningham said, “&#8221;Certainly it will make our job a little bit more difficult, but we&#8217;re out there every day trying to make it happen”.</p>
<p>Foreclosure rates play a pivotal role in inviting more businesses according to economists.  In fact, this insight could turn as a great hope as rightly stated by Doug Loon, the representative of the U.S. Chamber of Commerce.</p>
<p>Loon said, “&#8221;It&#8217;s an economic indicator. It could also say that there&#8217;s plenty of housing stock for your future employees at an affordable rate. But it does say there&#8217;s been a downturn in the economy. You look at the unemployment numbers and you can see that”.</p>
<p>Obviously, businesses would not consider the newspaper article to make significant decisions. Moreover, the data hardly projects the bigger picture of a concern. Still, it could be possibly said that a besieged community is rarely influenced by the positive perception.</p>
<p>To this, Don Cunnigham remarked, “Economic development and site location planners look at all sorts of data. They&#8217;re going to look at the negative and they&#8217;re going to look at the positive.&#8221;</p>
<p>The court clerks have submitted a detailed summary depicting the number of closures in Rock County, which is about 112 monthly, as calculated from January to April, 2009. The figure reveals a growth of nearly 46%, which accounts to an increase of 77 closures in a month as against 2008.</p>
<p>However, when compared to the actual graphic in the USA Today, it showed an average of 8.08 foreclosures in a month against the year 2008. This shows that the data was imperfect leading to nearly 1397% increase, as reported in the article.</p>

<p>Officials said that the increasing number of foreclosures reflects the growing number of unemployment as the employers in the Franklin County are dropping staffs and reducing working hours.</p>
<p>During the recession period also, Franklin County’s unemployment rate increased radically. It almost doubled in the previous year alone.</p>
<p>In this year’s March, the unemployment rate went up to 11.8 percent, which was 4.8 percent last year. This is according to Alabama Department if Industrial Relations.</p>
<p>&#8220;People were able to hold on for a while, and when things did not get better, they had to either move to look for work or just give up the house payment in order to buy groceries and feed their families,&#8221; stated Cheryl Bradford, the director of Franklin County Chamber of Commerce. &#8220;I certainly hope the worst has passed and we can move on to better things for all of our citizens, both here and around the country.&#8221;</p>
<p>Due too privacy issue, a social worker did not reveal the personal information of one woman. She only said that after her house was foreclosed in March 13, she is staying in a nursing home.</p>
<p>Numerous foreclosed residents could not be found as their phone lines are also disconnected.</p>
<p>Last week the U.S Senate passed a relief bill to help the stressed people. This bill is here to make it easier for the homeowners with hazardous credits to change to lower-cost <strong><a href="http://www.foreclosurewarehouse.com/blog/category/mortgage-payments/">mortgage</a></strong>.</p>

<p>In a short span of just seven days after Natasha Sinclare moved into a new rented apartment, she found out that her building was in the midst of a <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a> battle as the landlord had defaulted on his <a href="http://www.foreclosurewarehouse.com/mortgage.php"><strong>mortgage</strong></a> payments. Thankfully, under <strong>New Jersey</strong> law, tenants like Natasha have special rights. Still, people advice that renters should be careful that they are not taken advantage of by their landlords.</p>
<p>Natasha was wondering that “Why would he do this to me?” An unemployed mother of five children, Sinclare, who is 29 years old, was worriedly pacing around in her apartment last month. She added that “I don’t want to be left out in the cold with my five kids.”</p>
<p>As statistics do not track the figure of renters who are displaced due to foreclosure, advocates say that this problem is fast becoming a rising problem, and people like Sinclare suffer, as the city rates 2nd highest in the state as far as the number of <a href="http://www.foreclosurewarehouse.com/foreclosures.php"><strong>foreclosures</strong></a> are concerned. In the past year alone around 2,246 properties were listed as being in different stages of foreclosure, according to Mayor Jose Torres.</p>
<p>According to the President of the Hackensack-based New Jersey Tenants Organization, Matthew Shapiro, says that he is aware of certain cases where new landlords have been intentionally misleading their tenants or cutting off their water and heat as soon as they are in control of the building premises. He added “Tenants have to be aware that this kind of action is criminal. It’s a disorderly offense.” He said that there were times when landlords may offer money to tenants so that they will leave sooner. Matthew said “The offer is usually couched in terms like, ‘Well, this place is in foreclosure so you are going to have to leave anyway,’Ÿ” he added “It’s a con and it’s completely unethical.”</p>
<p>In Natasha Sinclare’s case, court documents showed that Richard Kapusta, the landlord, had received a defaulter notice in May last year from the lender, National City Mortgage. According to Tamara Kendig, a spokesperson for the state judiciary, another notice was sent in January this year that orders the sheriff to sell the property in order to satisfy the foreclosure judgment. When contacted in late February, Kapusta refused to comment to any reporter’s questions.</p>
<p>The date on Sinclare’s one-year lease copy with Kapusta is Jan. 27 2009. According to the lease agreement, she has paid Kapusta a deposit of $700, one month’s rent, for her 3 bedroom apartment.</p>
<p>The good news &#8211; Gregory Diebold, director of litigation for Northeast New Jersey Legal Services, says “As long as the lease was signed prior to the sheriff’s sale that the tenant was legally there and that the tenant couldn’t be evicted as a result of foreclosure judgment.”</p>

It has dropped by almost 26 percent during this period. Besides, there has been a decline of about 7 percent from what it was in the month of November. According to some <a href="http://www.foreclosurewarehouse.com/real_estate.php"><strong>real estate</strong></a> report, nearly 613 houses faced <a href="http://www.foreclosurewarehouse.com/foreclosure.php"><strong>foreclosure</strong></a> in Alabama in November, which means that one out of every 3,442 households were in foreclosure during this month. The number of households that entered foreclosure in October was 836. One out of every 2,524 households was in foreclosure during this month.</p>

<p>Nationally, a total of 259,085 properties were found to be in some state of foreclosure during November month. This indicates about 7 percent decline from what it was in the previous month. At the same time, this is also a 28 percent increase from the figure of November, 2007. One out of every 488 homes in US was sent a foreclosure filing in November. According to real estate expert James J. Saccacio, the foreclosure activity in the month of November has been the lowest since June. This is due to the recent laws that were extended to a number of states that helped in bringing some loan modification. Also, the foreclosure moratoriums brought in by several lenders have been instrumental in keeping the rate of foreclosure low.</p>
<p>Saccacio further said, &quot;There are several indications, however, that this lower activity is simply a temporary lull before another foreclosure storm hits in the coming months,&quot; It is very unpredictable as to what is waiting for Alabama in the coming days. <p>A proposal for a six month suspension on <a href="http://www.foreclosurewarehouse.com/"><strong>foreclosures</strong></a> has been made by some lawmakers as the numbers of people unable to pay their <a href="http://www.foreclosurewarehouse.com/mortgage.php"><strong>mortgages</strong></a> are increasing. Three bills have been introduced with the purpose of providing relief to the mortgage climate and the proposal for moratorium is among them. According to the second bill the tenants would be able to live in the <a href="http://www.foreclosurewarehouse.com/foreclosed_homes.htm"><strong>foreclosed houses</strong></a> for another year.</p>
<p>The final bill would enable the homeowners to challenge their foreclosures at court. This law is the same in another 29 states like <a href="http://www.foreclosurewarehouse.com/listings.php?state_sg=CT"><strong>Connecticut</strong></a>, <a href="http://www.foreclosurewarehouse.com/listings.php?state_sg=ME"><strong>Maine</strong></a>, <a href="http://www.foreclosurewarehouse.com/listings.php?state_sg=FL"><strong>Florida</strong></a>, etc. Specific categories of <a href="http://www.foreclosurewarehouse.com/mortgage_loans.php"><strong>subprime loans</strong></a> would attract a <strong>moratorium</strong> of six months on foreclosures. This category covers loans which have been approved without finding out whether the borrowers can actually repay them. During the standstill period, the homeowner would be negotiating terms with the lenders to come to an affordable monthly payment and he would continue to pay his loan.</p>
<p>According to a spokeswoman from the administrative department, foreclosures of around 600 properties across the state became delayed since the passing of the law. Since the volume of foreclosures is steadily increasing and the <a href="http://www.foreclosurewarehouse.com/real_estate_market.php"><strong>real estate market</strong></a> is facing a low, the numbers of empty homes are also increasing. In Lawrence more than 800 homes are <a href="http://www.foreclosurewarehouse.com/facing_foreclosure.php"><strong>facing foreclosure</strong></a> and it’s the nation’s third highest number. William Lantigua, a representative from Lawrence said that all the three measures taken by the bills were essential for bringing about stability to the Lawrence real estate market. The huge numbers of <strong>vacant homes</strong> were attracting vandals and thieves. Anthony Verga, a representative from Gloucester district said that it is unfair to throw the tenants out as the entire neighborhood is destabilized. He supports moratorium as it would give people a chance to negotiate and come to an agreement.</p>
<p>In 2007, <a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=MA&amp;county_name=ESSEX"><strong>Essex County</strong></a> had faced a hike of 65 percent in the <strong>rate of foreclosure</strong> while in <strong>Cape Ann</strong>, the hike was 47 percent. The <strong>foreclosure crisis</strong> was triggered off by the increase in the <strong>interest rates </strong>of subprime loans. These loans had <strong>adjustable rates</strong> and when the rates increased, people were unable to afford it. Since the real estate market was facing a low, the homeowners could not get rid of the problem by selling off their properties as the loans amounted to more than the property’s value. Tucker, a Democrat who is the chair of the Legislature’s Housing Committee, said that she would rather face the risk of <a href="http://www.foreclosurewarehouse.com/foreclosure.htm"><strong>foreclosure</strong></a> than lose lenders, scared away by moratorium. Lenders were essential as the credit was needed so that people were able to buy homes.</p>

<p>Why is nobody coming home in the suburban fringes of <strong><a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=AZ&amp;county_name=MARICOPA&amp;city=PHOENIX">Phoenix</a></strong> Out? As the day come to a close, why are people not returning home and why is the neighborhood empty? These questions seem troubling but it is a fact that not long ago, builders were raising home prices here thousands of dollars week after week. Now, the whole area looks like a ghost town , with empty houses lining the streets. Families camped out for lotteries to win the right to buy. Buyers gambled with <strong><a href="http://www.foreclosurewarehouse.com/home_loans.php">loans</a></strong> whose risks were obscured by euphoria and now the lands stay barren.</p>
<p>This is the story of how America&#8217;s <a href="http://www.foreclosurewarehouse.com/real_estate.php"><strong>real estate</strong></a> boom came to a seemingly ordinary subdivision called the <strong>Villages at Queen Creek</strong>, where there were extraordinary times only because of the easy credit given. They were the times one could not forget but it was only for a while. The empty homes now raise serious doubts about what will be coming next.</p>
<p>Because while the pressures at work in <strong><a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=AZ&amp;county_name=MARICOPA&amp;city=QUEEN%20CREEK">Queen Creek</a></strong> were extreme, the choices people made &#8212; and the consequences &#8212; are not so different from those faced by thousands of other homeowners and their neighbors.</p>
<p>In June of 2004, Dave Gustafson took time off from his job as a supermarket produce manager, and the family headed to <strong><a href="http://www.foreclosurewarehouse.com/lview.php?state_sg=AZ">Arizona</a></strong> to visit relatives. There was a buzz of construction and a word of low home prices convinced them to have a look around. Dave and his wife Maryann liked what they saw.</p>
<p>It was a subdivision called the Villages which caught their attention. It was a crescent-shaped warren of streets cradling a golf course, quickly filling with sand-colored stucco homes. The local schools had a good reputation and it was very affordable. There was an extra-big lot on a cul-de-sac, with enough room in back for a pool. That was heavenly.</p>
<p>&#8220;The sales person convinced them that they (homes) were going up $1,000 a week,&#8221; Dave Gustafson recalls. &#8220;So when we came to look, we signed right away.&#8221;</p>
<p>It was easy to get a home them. A down payment of $2,000 to $5,000 was all it took to get started. Buyers could borrow at low teaser rates, requiring payments of nothing more than interest.</p>
<p>As promised, the prices of homes were going up faster than the houses themselves. But they were simply buying a place to live, hopefully for a good, long time not knowing that the Great American Dream which had already began was about to have an early end.</p>
