The principal debtor of the house loan, normally a financial institution, or a bank, or a government sponsored agency lends the money to the prospective buyers to buy or build a house at the start of the cycle. The buyer of the house is expected to create a charge over the house by way of mortgage and expected to pay the monthly installments in a regular basis, so that the loan taken by the house owner is paid back in an agreed upon span of time.

The lending agency would have collected its principal as well as the interest thereon properly. The interest is the income for that agency to run the institution profitably. The HUD pays the money to the lending agency and takes over the houses.

HUD Foreclosed homes do not come with frills and the houses are available for sale in an as is where is condition.
